The reason to state it that way is that the alternative is worse. A distance-based charge across a borough this size would mean the same job costing different amounts in Ponders End and Cockfosters, quoted after the engineer had already arrived. A flat figure published in advance is the version you can check before you book.
No part of Enfield is inside the Congestion Charge zone, and the £15 is the whole of the travel charge — road charges are never added as a second line on your invoice.
Edwardian terraces, interwar semis, and the Lea Valley
The housing changes as you move across the borough, and so does the fault. Palmers Green and Winchmore Hill are largely Edwardian and interwar terraces and semis — deep, narrow buildings where the signal has to travel front to back through several solid walls, and where a router by the front bay leaves the kitchen extension with nothing.
Southgate and Cockfosters are more spread out, detached and semi-detached on larger plots, and the dead spot moves to the garage, the loft office or the far end of the garden.
